Councilman charges dropped Prosecutor: Investigation of Windham official continues

A charge that Windham Village Council Philip Snyder feloniously tampered with evidence was dropped on a motion by the prosecutor.

Snyder was arrested last month, stemming from allegations that he attempted to deceive Windham income tax officials while working as the treasurer for the Windham post of the American Legion in August 2005 — before becoming a councilman.

Portage County Prosecutor Vic Vigluicci said the charges were put on hold “for further review” and could be reinstated at a later time.

The original complaint, filed March 26, alleges that Snyder presented a document to an income tax official to “corrupt the outcome” of the investigation “knowing that an official proceeding or investigation was in progress.”

The document that Snyder allegedly presented to the tax official stated that employees of the Windham post of the American Legion were unpaid volunteers, which they were not, according to the complaint.

Vigluicci said the investigative process could take several weeks.

“It’s just a question of if it comes before the grand jury,” Vigluicci said.

Snyder, who lives at 9502 E. Center St., could not be reached for comment.

In 2007, Snyder was appointed to replace Councilman Jason DeBolt, who resigned at the end of 2006. Snyder was named president of council for 2008-09.
