OK sought for Children Services levy: Funds help pay for care, treatment of abandoned, abused kids in PortageOctober 28, 2009
By Mike Sever Record-Courier staff writer Issue 4, the Portage County Child Welfare levy on Tuesday’s ballot, is a 0.75-mill, 5-year renewal levy. Levy funds pay for the care, placement and treatment of abandoned, abused and neglected children through Portage County Children Services. The levy does not represent a tax increase and costs the owner of a $100,000 property about $14.40 a year. Levy funds are used as the local match for more than $1 million additional dollars in state and federal funds each year. The levy was first approved by voters in 1985. Levy funds are used to investigate suspected child abuse, physical abuse or neglect, licensing of foster homes, counseling, emergency services to support families in crisis, adoptions, studies of potential foster homes, parenting education and referrals for services. Levy funds also pay for the 24-hour CARES Hotline that allows concerned citizens to report cases of child and teen sexual and physical abuse and neglect. Calls are screened to determine if an investigation is neeed. In 2008, Children Services received more than 3,600 calls reporting abuse, neglect or families in need of services. Portage County Children Services also provided alternative placements for more than 200 youth in need of safe, stable environments.
