Garfield open enrollment students at all-time high Windham has 68 of 147 in district

The James A. Garfield School District will set a record this year for the number of students openly enrolled for the 2009-10 school year.

At least 150 students who do not live within the school district will be attending classes at Garfield this upcoming school year.

As of last month, there are 147 students from outside communities enrolled at Garfield, with students from Windham leading the pack at 68.

Superintendent Charles Klamer said, by the time school begins, there will be more than 150 out-of-town students enrolled — the most the district has accepted since it began an open enrollment policy 15 years ago.

“Is it successful for Garfield? Absolutely,” he said. “Is it successful for parents to have their children openly enrolled in Garfield? Yes.”

He said there are a few factors causing a spike in the number of students coming into the district, possibly including last year’s “excellent” distinction from the Ohio Department of Education.

“I think that’s part of the equation,” Klamer said. “I just believe that people recognize how hard our teachers work. We expect everybody to do their jobs — teachers, students, staff and administration.”

More than 30 students are from inside the Crestwood School District, which includes Hiram, Mantua and Shalersville. There are eight students from Ravenna, and a handful of students from other Northeastern Ohio communities.

Garfield is not the only district in the county that offers open enrollment. In fact, the only district in the county that does not offer open enrollment is the Southeast Local School District.

Field Superintendent David Brobeck said the district may have more than 200 openly enrolled students for the upcoming school year. He said he worries about “more applicants than we can handle.” 

“We accept as many students as we have empty seats,” he said. 

Kent City School District is the only district with more students for the upcoming school year at 250, but school officials said that is typical.

Officials in the Ravenna School District expect about 100 openly enrolled students for the 2009-2010 school year.  

In Garfield, Klamer said there are no additional fees required for students from other communities, and no need to increase the staff.

“We’ll keep accepting students, as long as its cost-efficient for us,” he said.
